New project boat

I just got a project boat, and the first things I need to fix are the keel and rudder. The keel's front edge is peeling, maybe just paint or fairing, or could be fiberglass. I'll grind it down to metal to find out, and also the rudder looks rough, I might cut it open and replace the core if needed.. I am open to any advice

Awesome project for sure! Grinding the keel down to metal is the right call, its probably just fairing or paint, but good to be sure. If the rudder looks rough or feels soft, opening it up to check the core makes sense too
